Ventura requires a permit before you can run a short-term vacation rental. As an owner, you also handle the city business license, insurance, transient occupancy tax, parking, and cleaning duties. BnBGenius answers guest messages on Airbnb and VRBO 24/7.
The city states the permit requirement directly:
“A permit is required to operate an STVR in the City of Ventura.”
Source: permit required
What this means for you: You need an STVR permit before renting short-term. The city requires this permit for any STVR. Your first step is checking your address and zone.
What Is Restricted in Ventura
Ventura does not allow short-term rentals everywhere in the city. New applications have a set start date:
“IMPORTANT: New applications open July 13, 2026”
Source: new applications
The city also limits where permits can be issued:
“The City has designated specific geographic zones for STVR permits. Each zone has a maximum number of permits (permit cap).”
Source: zones and caps
What this means for you: New applications open on the quoted date of July 13, 2026. Your property must sit inside a designated zone. The city sets a maximum number of permits for each zone. The number of permits available in a zone can change. Check current city materials before you plan around capacity.
Ventura now allows a homestay option:
“Homestays are now permitted (new!)”
Source: homestays
Accessory dwelling units are treated differently:
“Accessory Dwelling Units (ADUs) cannot be used as a short-term vacation rental”
Source: ADU rule
What this means for you: An ADU cannot be used for short stays. The city now permits homestays as a rental option.
The city also caps how many permits one owner can hold:
“Each property owner is limited to a MAXIMUM of 2 STVR permits.”
Source: owner cap
Pierpont has a stricter limit:
“Only 1 permit is allowed in the Pierpont area per owner.”
Source: Pierpont cap
What this means for you: One owner can hold at most 2 permits. In Pierpont, one owner can hold only 1 permit. An exception for existing owners follows in the next quote.
If you currently own more than two permits, an exception applies:
“If you currently own more than two (2) STVR permits, you may renew your existing permits under a grandfathering provision. However, after 5 years from the effective date of this ordinance, you will only be allowed to keep two (2) permits total (with a maximum of one (1) in Pierpont).”
Source: grandfather exception
What this means for you: You may renew your existing permits under a grandfathering provision. After 5 years from the ordinance effective date, stricter limits apply. You may keep a maximum of 2 permits total then. Only 1 permit may remain in Pierpont at that point.
Properties with ADUs face a longer-term rule:
“According to Sec. 24.430.041 for properties with ADUs the primary dwelling unit and the ADU may only be rented for terms of longer than 30 days. STVR permits cannot be issued for either the house or the ADU.”
Source: ADU terms
What this means for you: On a property with an ADU, both units need longer terms. Stays must run longer than 30 days for both. No STVR permit can be issued for either unit there.
How to Check Your Address and Permit Path
New applicants must meet four conditions:
“To apply for a new STVR permit, your property must: Be located within a zone designated for STVR permits Be available (not already permitted) Meet minimum parking requirements Not be an Accessory Dwelling Unit (ADU)”
Source: new eligibility
What this means for you: Your property must sit in a designated zone. Your property must be available and not already permitted. Your property must also meet the minimum parking requirements. A new STVR property must not be an ADU.
The updated ordinance added a homestay path:
“For the first time the updated ordinance now permits short-term rentals of individuals rooms or portions of your primary residence.”
Source: homestay path
The city describes the permit for room rentals:
“If you rent a room in your home on platforms like Airbnb, you may now do so legally under a Homestay permit.”
Source: homestay permit
What this means for you: You may rent a room or portion of your primary residence. Room rentals in your home may use a Homestay permit. This path covers rooms or portions of your primary residence.
Parking must meet three conditions:
“Parking must be: Free of obstructions and continuously available Accessible to occupants throughout their stay Located in the garage, driveway, carport, or another off-street location”
Source: parking
What this means for you: Parking must be free of obstructions at all times. Parking must stay continuously available without any breaks. Guests must reach it throughout their whole stay. It must sit off-street, like a garage or driveway.
Check the city zone maps and the current application materials before you apply. The city lists 4 eligibility conditions above, and each one must be met.

What the City Requires Where Rentals Are Allowed
Applications opened on a set date in eligible areas:
“New applications for Short-Term Vacation Rental permits will open on July 13, 2026, within eligible geographic areas.”
Source: new applications zones
The waitlist status can change:
“No waiting list is in effect at this time. Once the city has issued the maximum number of permits, a waiting list will be established.”
Source: no waitlist current
What this means for you: No waiting list is in effect at this time. A waitlist starts once permits hit the maximum. Check the current status before you plan around it.
The city lists the fees:
“FEES: Inspection Fee: $574 (effective 7/1/2026); Permit Fee: $1,526 (effective 7/1/2026). Total cost: $2,100.”
Source: new fee total
What this means for you: The city lists an inspection fee and a permit fee. Both fees take effect on the quoted date of July 1, 2026. The city states the total cost in the quote above.
An inspection must pass first:
“A code enforcement inspection is required to pass before your permit will be issued.”
Source: new inspection
What this means for you: A code enforcement inspection must pass before permit issuance. Your permit is issued only after you pass.
Nuisance complaints have a response window:
“Respond promptly to nuisance complaints within 45 minutes”
Source: response time
What this means for you: You must respond to nuisance complaints within 45 minutes. Plan how you will handle calls at night.
The city also requires a business license:
“Active City of Ventura business license”
Source: active business license
And evidence of insurance:
“Evidence of Homeowner’s Insurance and acknowledgment of use as a rental property.”
Source: rental insurance evidence
What this means for you: You must hold an active City of Ventura business license. You must provide evidence of Homeowner’s Insurance for the property. You must also acknowledge the property’s use as a rental.
Taxes
Ventura sets its own tax rate:
“All STVR operators must collect and remit Transient Occupancy Tax at 10% of rents received for stays of less than 30 days.”
Source: TOT rate
There is also an annual minimum:
“The minimum TOT required is $1,000 per year.”
Source: TOT minimum
What this means for you: You collect and remit tax on rents received. The rate applies to stays under 30 days. The city sets a minimum owed each year.
Platform tax duties can differ from city duties:
| Platform | Tax duty | Source |
|---|---|---|
| Airbnb | “Hosts may need to manually collect and remit other applicable taxes on their stay or experience price.” (Source: Airbnb tax duty) | Source: Airbnb help article 1036 |
| Vrbo | “You’re also responsible for collecting and remitting lodging taxes when we’re not liable to do so.” (Source: Vrbo tax duty) | Source: Vrbo help article on stay taxes |
What this means for you: Airbnb hosts may need to manually collect and remit other applicable taxes. Those taxes apply to the stay or experience price. Vrbo owners collect and remit lodging taxes when Vrbo is not liable. Check what each platform collects before you list.
